Abnormal testes or scrotum empty

This happened to me for long time my testes feel small like for a small boy or sometimes the scrotum feel empty.
I have still shaving my beard regular like before. I would like to know what is that? I always lose energy and feel weak in the body. Please let me know the correction of that problems and the names.
